GS-11/12 - Air Resource Management Specialist

The Pacific Northwest region of the USDA Forest Service is seeking qualified candidates to fill a detail or permanent position with the regional air quality program at either the GS-11 or GS-12 level. The successful candidate will be responsible for mitigating risk from air pollution emitted from national forests and grasslands (primarily in the form of smoke from wildland fires), provide guidance on air pollution regulations and permitting to forest staff, perform air quality analyses as needed to support proposed forest management actions, and review and provide comments on proposed regulations or actions which can adversely affect forest management or resources. During wildfire season, the individual will help provide smoke forecasts; summarize and report on air pollution monitoring data; coordinate with other government agencies; and conduct analyses to help mitigate risk of wildfire smoke to the public and firefighters. During prescribed burning season, the individual will help increase the pace and scale of fuel treatment while protecting air resources by quantifying and improving estimates of smoke emissions and downwind impacts, teaching forest staff on best smoke management practices, serving as a liaison between prescribed burners, state smoke managers and air quality regulators.
The successful candidate must possess strong technical and communication skills, demonstrate initiative, and be a positive team member. Smoke monitoring experience, GIS skills, and computer programming skills are a plus. The location of the position within the region is negotiable upon selection.
